I also don't think feature requests should have to go into the User: or Group Proposal: space.  I think all feature requests, regardless of who proposes it, should go under a common name like Feature:.  e.g. Feature:Footnotes [[User:Lachlan Hunt|Lachlan Hunt]] 20:58, 15 Nov 2006 (PST)
